Each alternative analyzes a different level of allocating the vegetative resource among competing users.  This document will be used to determine the proper level of forage allocation to livestock and wildlife use on the public lands, using the multiple use sustained-yield concept. 	<p>On February 17, 1999, Avista Corporation filed an application for relicense of the existing 231-megawatt Cabinet Gorge and 466-megawatt Noxon Rapids projects located on the Clark Fork River in Idaho and Montana.  Avista Corporation's proposed relicensing alternative for these two projects includes a comprehensive settlement agreement that was developed through the use of the Commission's Alternative Licensing Procedures and a collaborative approach during prefiling consultation.  As part of the settlement agreement, Avista Corporation is proposing to use an adaptive management approach to implement the various protection, mitigation, and enhancement measures.  The staff's recommendation is to relicense the project as proposed with additional measures to protect and enhance environmental resources.  These measures include development and implementation of three plans to manage solid waste and waste water, herbicides and pesticides, and other hazardous substances.  Staff is also recommending that Avista develop and implement a plan to monitor streambank profiles in the lower Clark Fork River to determine erosion rates and their relationship to the operations of the Cabinet Gorge Project.</p>

Strike Project located on the Snake River and Bruneau River in Owyhee and Elmore Counties, Idaho, between the towns of Grandview and Bruneau.  A major issue in this relicensing proceeding is how project-induced water-level fluctuations from load following operations affect aquatic and terrestrial resources.  The final environmental impact statement (final EIS) presents the staff's evaluation of the developmental and nondevelopmental consequences of Idaho Power's Proposal and three alternatives:  the No-action Alternative, the Idaho Power Proposal with Modifications, and the Run-of River Alternative.  We make no recommendations on a preferred alternative in this final EIS.</p>

	<p>This Final EIS documents three alternatives analyzed for the Sloan-Kennally Timber Sale.  The sale is to be offered in 2000 and administered by the McCall Ranger District of the Payette National Forest.  The Sloan-Kennally sale planning area is located approximately 15 miles southeast of McCall.  Alternatives include No Action, the Proposed Action, and Alternative 3, no timber harvest in the roadless area.  The preferred alternative is the proposed action, which would harvest timber on 571 acres using tractor and helicopter logging systems.  The mixture of silvicultural treatments is designed to mimic historic timber stand structure consisting of scattered large trees of ponderosa pine, Douglas-fir, grand fir, spruce, and western larch and a mixture of healthy understory trees.  33 acres would be patch clear cut and 3 acres would be patch clear cut with reserve trees, all in sizes of three acres or less to provide habitat for foraging goshawk young.  An estimated 0.2 miles of road would be constructed.  24.8 miles of road would be improved, which includes 4 miles of graveling as well as removing vegetation, blading, and installing rolling dips and relief culverts to improve drainage and reduce accelerated erosion.  Also, 8.7 miles of existing road would be obliterated after the sale to improve watershed conditions in the planning area.</p>

	<p>This Final Environmental Impact Statement (FEIS) documents the analysis conducted for the Stanley Basin Cattle and Horse Allotment Management Plan.  The allotment management plan involves National Forest System lands within the Sawtooth and Challis National Forests.  The analysis of the current condition of the Stanley Basin Allotment has found that the existing grazing system does not comply with the direction, standards and guidelines of the Sawtooth and Challis Forest Land and Resource Management Plans (FLRMP).  The proposed action of this Final Environmental Impact Statement is to bring management of the allotment into compliance with the FLRMPs.  The FEIS describes five alternatives for managing the allotment.  The five alternatives are:  Alternative A - Current Grazing (No Action); Alternative B - Current Grazing with Mitigation; Alternative C - Downward Adjustment From Current Using Rest Rotation; Alternative D - Downward Adjustment, Reduced Area; and Alternative E - Eliminate Grazing.  Alternative D is the preferred alternative.  This alternative best addresses the environmental issues and concerns, while providing for livestock grazing.</p>
