Upper Stillwater Dam will be the first concrete dam constructed by the Bureau of Reclamation utilizing the RCC (roller compacted concrete) construction technique. RCC is concrete with zero slump consistency, which is deposited in horizontal lifts and consolidated in place by a smooth drum vibrating roller. This method of construction was first proposed in the early 1970's [1, 2, 3]* and was demonstrated successfully in emergency spillway repairs at Tarbela Dam, Pakistan , in the construction of Shimajigawa Dam, Japan, and Willow Creek Dam, Oregon.
