Abstract
These lectures will not deal with Riparian situations. We assume some "rights" to water that precludes bidding or auctioning of use rights each year. What is at stake is not the use of water itself; we are also interested in the facilities necessary to store and convey it to where it is needed. How farmers utilize water might be expected to depend merely on whether they pay anthing for it. The timing of when payments are calculated may not be very influential.
