Abstract
The Mormons like all other pioneers of the West were desirous of spreading out and occupying the Territory which they had acquired. The policy of their great leader and colonizer, President Brigham Young, was to encourage these settlements and develop the land so that the State might take some part in the commercial activities of the country. "Utah grew up from a number of colonies sent out from time to time by Brigham Young and his council. These bands were placed under able and experienced captains. Hence the settlements and counties of the Territory at the outset grew up rather in the organic form of colonies and family groups of settlements, than as cities or towns or villages in the ordinary sense."
