Description

It is pointed out that a potential difference along a geomagnetic line of force, directed so as to accelerate electrons downward, into the atmosphere represents a potential barrier to electrons which are directed upwards out of the atmosphere. Some of the consequences of this are listed, among them the creation of a large population of low energy electrons present between the atmosphere and the potential barrier, the possible observation of anomalous electron backscatter, and the natural creation of a background electron flux which is superimposed upon the primary beam produced by the potential drop.
