Abstract
During the past 15 years, Utah State University and other institutions have vigorously investigated the possibility of sharing educational resources across state lines. This concept, while very important to higher education's future, has not been fully realized. The most obvious barriers have been lack of financial resources and working models. This paper outlines models and procedures that could benefit institutions in the development of cooperative degrees.
