Abstract
During the 1970s, electricity cost and customers’ bills have been increasing significantly, and there have been increased efforts to conserve electricity and other forms of energy in this country. Because of these factors, various state public service (regulatory) commissions have been reexamining issues relating to the design of electricity rates.
