Abstract
The increasing recognition of the potential impact of electric rate structure transformed the Madison Gas case into a forum for the discussion of many of the broad, theoretical issues of rate redesign. This article reviews these economic theories and indicates the new direction in Wisconsin rate policy that has resulted from the Madison Gas case.
