Abstract
Much water resource system planning and management in the US is accomplished by the US Army Corps of Engineers. IWR Report 96-R-21 is a Corps manual that provides the Corps' perspective on "...what planning is and how it is best practiced by the Corps of Engineers." According to the preface, this report "...will help planners understand what planning is all about and ... it will help them become better planners. The six-step planning process that forms the core of this manual’s content is a flexible, robust and effective model for systematic problem solving. Understanding it provides ... an invaluable method for approaching a wide variety of problems within and outside the Corps program."
