Abstract
Lloyd K. Bishop has stated that individualized instruction has been one of the most predominant themes in education for over a decade. Individualized instruction places as its central focus the welfare of the individual. All other elements are molded to facilitate the development of the individual.
One of the early outstanding presentations of this theme was that of Jean Jacques Rousseau in his immortal 'Emile'. The significance of the individual was one of the pervasive themes during the establishment of the United States of America. The welfare of the individual is one of the most prominent themes of government and education today.
