Abstract

Search and Rescue teams across the nation face heavy regulations to ensure performance and risk mitigation. But sometimes these policies can inhibit the accomplishment of objectives, and even lead to more casualties. This presentation explores when these policies are effective, and when they have created constraints on the teams they try and protect. This research was done through numerous interviews with SAR personnel and more than two years of embedded participant observation.
