Abstract
Smith (1988), Guthery (1988), and Capen (1988) raised valid issues concerning peer review that most of us who have served as reviewers or editors have considered. The peer review process is imperfect at best, but is still the essential component in disseminating scientific information. The enterprise of science is answerable at all times to 3 constraints: logical consistency, testability, and peer input (Harnad 1982). Peer review provides the self-correcting aspect of science.
