Abstract

Municipal functioning in Utah has been written about more or less from a theoretical point of view, but very little has been done by way of making careful surveys of city administration in the state. This is especially the case in so far as city manager government is concerned. The writer recognizes that a subject dealing with "The Possibilities of City Manager Government for Utah Communities" is very inclusive, and under other circumstances would possible be too broad in its scope for a thesis of this length. The study of city budget systems, or of municipal lighting in Utah, or of fire departments in our state, or of administrative powers of city officials, or of any one of numerous other topics would each provide opportunity for a valuable contribution on the subject of municipal government.
